Eileen S. Howley, Ed.D. has been the Executive Director of LEARN since December, 2013.

Prior to her arrival, Dr. Howley served as Assistant Superintendent for Instruction and  Curriculum in the West Hartford Public Schools since June of 2009 and Interim Superintendent of Schools and Assistant Superintendent in the Farmington Public Schools, Farmington, CT since 2001. In these roles, responsibilities included: staff development, supervisions, and evaluation; instruction, curriculum, and assessment; fiscal management; organizational development; stakeholder support; and, human resource leadership.

Dr. Howley also served as the Bureau Chief of Curriculum at the Connecticut State Department of Education, a teacher and staff development specialist with Area Cooperative Educational Services, a Regional Educational Service Center, and as a teacher of English in Avon, Connecticut. She has consulted with districts across the state and the country on best practices in instructional improvement.  She has been a long time contributor to the CSDE work in teacher assessment, including the Connecticut Competency Instrument, the Connecticut Common Core of Teaching,  and portfolio guidelines for new English and Elementary Education teachers.

Dr. Howley earned her doctorate at the University of Hartford in 2001 and focused her research on expert teacher development.  She earned her Master’s degree in Educational Leadership from Central Connecticut State University and her Bachelor’s degree from St. Michael’s College, Winooski, Vermont.  She currently holds three educational certifications: Superintendent of Schools (093), Intermediate Administrator or Supervisor (092), and Connecticut Professional Educator Certification (English 7-12).
