LEARN is a public, educational agency governed by a Board of Directors comprised of one elected board of education member from each district. The source of funding is local districts, state contracts and grants, federal grants, and private foundations.

LEARN initiates, supports, and provides a variety of programs and services that may be more cost effective or efficient because of the collaborative nature. LEARN develops special education programs tailored to a variety of student conditions and needs, designs professional development for school staff, offers services to families and young children, delivers technology training and support, maintains an extensive regional audiovisual center, and offers transportation services. Student-based programs include magnet schools, interdistrict cooperative programs, and preschool.

LEARN is not limited to defined programs. If LEARN sees a need for a program or service in a particular field, it has the capability to develop it into a full program.
