Preschool Enhancement Program

Located in the Covenant Shelter in New London, the Preschool Enhancement Program (PEP) has provided a comprehensive program for homeless children aged birth to five and their parents. In partnership with Norwich Public Schools, PEP has served over 1,000 families while they are experiencing homelessness since 1992Funded by a grant through the State Department of Education, the goal of PEP is to promote healthy physical, emotional, cognitive and social growth. The play-based program focuses on the developmental stages of each child and emphasizes a parent-teacher partnership in promoting each child’s growth. The program eliminates barriers such as transportation, waiting lists, cost and long enrollment policies. Collaborations with mental heath agencies, The Birth to Three System, local education programs and 211 Info Line enhance outcomes for families.
