Administrative Services

Through research and membership in various state and national organizations, staff in the Administrative office (including the Executive Director’s office, the Personnel/HR Department and Business Office), are constantly monitoring changes in laws and regulations that impact our agency as well as our member school districts. Several major legislative changes have had an impact on our accounting services including payroll and on our benefit package.  These include changes to our Tax Sheltered Annuity (403b) plan, taxability of health insurance coverage to non-qualified children of employees, continuation of benefits (COBRA) insurance and tax withholdings.  Staff are also keenly aware of the current economic situation of our districts, state and nation and continually review processes to ensure efficiencies within the department as well as the organization.

The Business office provides ongoing agency wide support services relative to the receipt and disbursement of monies.  Program revenue and expenses are tracked and budgetary support is provided for over 108 separate program budgets totaling approximately $31,000,000.00.  Payroll is handled in house.  The department consistently reviews its processes and makes changes as needed to improve efficiencies.  A systematic process for cross training staff ensures continuity in the event of extended absences or resignations of Business Office staff.

The Personnel/Human Resources Department processes all employment letters and forms relating to employment.  The department coordinates information sessions on new options for both health insurance coverage and tax deferred savings plans.    The department also coordinates three different Worksite Safety Committees, fingerprinting/background check services as well as providing support for the LEARN Board of Directors and LEARN Superintendents.

The Transportation department’s goal is the continued expansion of safe and affordable transportation services to accommodate the various needs of our member school districts.  The transportation department provides transportation services such as:  community field trips, summer enrichment, after school activities, vocation/work programs, tutoring and alternative education programs.  Transportation services were provided to numerous students with special needs.  This year was especially challenging with the continued escalating fuel prices.  Even with these challenges, the safety of our students remained the number one priority.
